Setup for Petey Piranha
Petey Piranha made his debut on the GameCube in Mario Kart Double Dash. With his return in Mario Kart 8 Deluxe, he is a heavyweight. Petey Piranha shares the same stats as Gold Mario and Pink Gold Peach. One of the best kart combinations for Petey Piranha is the Flame Rider paired with the Rollers and Super Glider.
The Flame Rider is excellent for mini turbos, and the rollers are perfect for the speed and long drifts around corners. Finally, in a mainline game, Kamek is a medium weight and shares stats as Luigi and Iggy. One of the best kart combinations for Kamek is the Pipe Frame paired with the Slim Tire and Cloud Glider.
The Pipe Frame is excellent for handling, which complements the medium weight of Kamek. However, there is not a significant increase in speed, the acceleration of the Pipe Frame more than makes up for it. The Slim tires give Kamek excellent handling and a speed boost on the ground, perfect for taking those corners. The Cloud Glider gives an acceleration boost that compliments the kart.

Wiggler was last seen on the 3DS in Mario Kart 7. He returns as a medium-heavy weight and shares stats with Waluigi and Donkey Kong. So yes, one of the best combinations for Willger is the Wild Wiggler paired with the Rollers and the Waddle Wing. Wiggler can ride on a Wiggler, and it is a viable option.
The Wild Wiggler is perfect for acceleration and handling; however, the weight and traction tack a loss. However, pairing it with Wiggler will help offset it, and pairing it with the Rollers will improve the acceleration and drifting. The Waddle wing helps put some weight back on the kart, helping with the handling as well. Having Wiggler on top of the Wild Wiggler is one of the best things to happen in the Mario Kart series.
