Windrose has four factions, each selling exclusive gear, ship upgrades, and building plans. Learn how the reputation system works, where to find every faction vendor, and which factions to prioritize for the fastest progression.

From your first hour in Windrose, you will start collecting Piastre, Guineas, and stacks of enemy insignias with no clear idea of where any of it goes. The faction system is the answer to all of that. Every piece of gear you craft, every ship upgrade you unlock, and every building plan you buy runs through one of the four factions.

1. All Factions in Windrose

Windrose has four playable factions, and the good news is that you never have to choose between them. All factions share a common enemy in Blackbeard, and none of them will turn hostile toward you.

You can build a reputation with all four simultaneously, though you will naturally want to invest your early resources more strategically. Each faction has its own specialty, its own currency preference, and its own set of exclusive gear and blueprints.

The Rogue Buccaneers are typically the first organized faction players encounter, as following their side quest chain is one of the earliest quests available.

Their camp is on a temporary island after being pushed out by pirates, but their representatives also appear in Tortuga. They specialize in armor plans and heavy cannon blueprints, making them one of the highest-priority factions for combat progression.

Their preferred currency is Piastre.

The People of Tortuga are found in the Tortuga Market, which you reach by completing the early main quest “How My Sea Adventure Began.” Tortuga is the central hub of the game, so you will visit this faction frequently.

They carry critical hit and ranged armor blueprints alongside some of the most elaborate base-building plans in the game, including marble and mahogany sets.

Their preferred currency is Guinea.

Brethren of the Coast

Brethren of the Coast Provisioner

The Brethren of the Coast also operate out of the Tortuga Market, positioned closer to the docks than the other traders. They are arguably the most important faction for long-term progression because they are the only source of Brig and Frigate ship blueprints.

Outside of ship designs, their stock primarily consists of crafting materials and ship cosmetics.

Their preferred currency is Piastre.

The Smugglers of Port Royal have their main base near the Tortuga Market island. You can locate them by watching for the “Smugglers Waters” encounter zone on your map, where their ships appear as green icons.

They are the only faction that accepts both currencies and serves as the game’s only currency exchange, converting Piastre to Guinea and back. Their standout items are powerful hull upgrades and Naval Tactics combat buffs for your ship.

2. How the Reputation System Works

Reputation is the core progression mechanic behind every faction in Windrose. Without leveling your standing, the faction vendors will only show you their most basic stock.

The better gear, ship upgrades, and building plans all sit behind reputation walls, which means understanding how to earn and spend reputation efficiently is one of the most important things to get right early.

Reputation Items

The primary way to earn reputation is by collecting insignias from combat. Defeating Blackbeard’s forces on land and at sea will drop insignias at varying quality tiers. Each tier awards a different number of reputation points when handed in to a faction.

Higher-tier insignias are far more efficient to farm if you can access the content that drops them. Prioritizing Veteran and Old Salt Insignias over hoarding Newhand drops will accelerate your unlock rate significantly.

Reputation Levels and Requirements

Each faction follows the same four-level progression structure. The higher your level with a faction, the more powerful the items available from their Provisioner vendor.

Reaching Level 2 with any faction is the first major unlock gate, so that is where you should focus your initial insignia turn-ins. You do not need to level all four factions evenly, and spreading your early insignias too thin will delay access to the best gear in each shop.

Beyond insignia farming, each faction offers side quests that reward Letters of Favor. These are especially valuable because they count as reputation points and are redeemable at any Tortuga faction vendor, not just the one that issued the quest.

Faction quests are a reliable alternative for players who prefer exploration and task completion over combat grinding.

Each faction has a Provisioner who sells plans, gear, and supplies locked behind reputation thresholds. The tables below cover the full vendor stock for each faction. Note that some items only become available at higher reputation levels, so plan your turn-in order around what you need first.

The Buccaneers carry two armor sets, a full cannon upgrade line across three tiers, and base building plans. Their cannon blueprints are among the most impactful early purchases in the game.

Keep in mind that 24-Pounder and 36-Pounder cannons require a Blackbeard Ketch or Blackbeard Brigantine to equip. Do not purchase those plans until you have the appropriate ship.

The People of Tortuga carry two armor sets with crit and ranged damage bonuses, alongside the most visually impressive building sets available from any faction.

Their Privateer and Marksman sets are worth picking up at Level 2, even if base building is not your focus.

The Smugglers also offer a currency exchange, converting Piastre to Guinea and back. The rate is unfavorable, so only use it when you are short on a specific currency and cannot wait.

4. Best Faction Leveling Order in Windrose

Not every faction unlock is equally impactful, and spreading your insignias evenly across all four will slow your overall power progression.

Focusing on the factions with the strongest combat returns first will make every subsequent stage of the game easier. The order below prioritizes ship combat capability and character power over cosmetics and base building.

The recommended order is:

  1. Buccaneers Level 2: unlocks 12-Pounder cannon blueprints and the first two armor sets.
  2. Smugglers Level 2: unlocks hull bracing upgrades and the Conquistador and Pikeman armor sets.
  3. Brethren Level 2: unlocks the Brig ship blueprint, the single biggest mobility and combat upgrade in the early game.
  4. Buccaneers Level 3: unlocks 24-Pounder cannon blueprints (requires Blackbeard Ketch or Brigantine).
  5. Smugglers Level 3: unlocks all five Naval Tactics combat buffs.
  6. Buccaneers Level 4: unlocks 36-Pounder cannon blueprints.
  7. Brethren Level 4: unlocks the Frigate blueprint.

You can slot in People of Tortuga Level 2 at any point for the Privateer and Marksman armor sets, particularly if you are building a ranged character. Their Level 2 items are strong, but their faction does not carry the ship upgrades that drive the core power curve.
