Complete the Ascending Dance Story Quest
Although you will reach Ballet Twins a little sooner, I recommend completing the Ascending Dance main story commission before searching for the Zenless Zone Zero HIA coins in that location. Officer Mewmew will appear in Ballet Twins Road when you’ve completed the Ascending Dance Story. His presence will enable you to claim the two medals for collecting HIA coins, for which you’ll receive bonuses.

I also recommend you speak to Sage in a Barrel in Lumina Street if you’ve not done so already. You can find Sage in a Barrel on the left side of the entrance to the HIA Club. Speak to that trash can to kick it and ask for HIA coin location hints.

When you’ve done those things, the Zenless Zone Zero HIA coins should show up on Ballet Twins Road. However, they only show up at certain times specified in the subheadings below. You’ll sometimes need to change time by pressing the T key and selecting morning, afternoon, evening, or midnight.
Another thing to note is that you’ll need to teleport out of Ballet Twins Road and back into the location for more coins to show up after collecting each one. I needed to teleport out and back into the location for each coin collected to find another. Press the M key and select another location to teleport out. Then, return to Ballet Twins to collect another coin. You can collect the coins in Ballet Twins Road by interacting (pressing F) with these objects or NPCs.
Takeout Bag (Morning)
To collect this Zenless Zone Zero HIA coin, walk to the bench behind the flowers next to Officer Mewmew in the morning. There, you’ll see a man standing in front of a Takeout Bag on a bench. Pick up the Takeout Back to collect the coin inside it. If you don’t see this bag, try collecting the alternative morning HIA coin instead first.

Ladder (Morning)
You can find this Zenless Zone Zero HIA coin on a ladder by a wall near your business car in Ballet Twins. There’s also an NPC standing in front of that ladder, as shown in the snapshot directly below. Interact with the ladder to collect its shiny coin.

Bench (Afternoon)
To collect this HIA coin, change to afternoon time and walk to the stairs in front of the big statue on Ballet Twins Road. Then, turn right, where you’ll see a girl standing in front of a beach. Walk to and interact with that beach to collect its shiny coin.

Magazine Stand (Afternoon)
Walk into the metro station on Ballet Twins Road during the afternoon. There, you’ll see an NPC standing in front of a magazine stand along the metro wall. Interact with the sparkly coin on the stand to collect it.

Kaibara (Afternoon)
To collect this HIA coin, speak to Kaibara during the afternoon. You can find him standing on the pavement near a vehicle on the higher level (up the stairs) of Ballet Twins Road. Kaibara will give you one of the Zenless Zone Zero HIA coins.

Vending Machine (Evening)
Change the time to evening and then walk to the red vending machine on the higher level of Ballet Twins Road, which is on the opposite side of your business vehicle. If you see an NPC standing in front of that vending machine, you can collect one of the Zenless Zone Zero HIA coins from it. Interact with the vending machine to collect the jammed coin.

Telephone (Evening)
First, go to the upper level of Ballet Twins Road during the evening to collect this HIA coin. Walk to the woman standing in front of the telephone booth there. Interact with that telephone to collect your next coin.

Crate (Evening)
Walk into the metro station part of Ballet Twins Road in the evening. To collect this HIA coin, interact with the crates on one side of the metro station where a woman is standing over them. You might also need to open the lost cargo truck on that side of the station to get this coin to appear.

Edge of the Platform (Midnight)
First, change the time to midnight to collect this HIA coin. Then, walk to the waterfront in Ballet Twins Road, where you’ll see an NPC standing by the edge of the platform. Interact with the edge of the platform there to collect the coin.

Archie (Midnight)
To collect this coin, speak to the Archie NPC at midnight. You can find that NPC standing along the waterfront behind the big statue on Ballet Twins Road. Archie will give you an HIA coin.

When you’ve collected all those Zenless Zone Zero HIA coins, speak to Officer Mewmew in Ballet Twins Road to claim your Silver Talent and Gold Talent Seeker Medal. Then, talk to Sage in a Barrel in Lumina Street (he isn’t in Ballet Twins) to exchange your coins for even more goodies. You’ll receive Dennies, Polychrome, Investigator Logs, and W-Engines for the coins you’ve collected.
