The Windmill puzzle on Outbound’s first map hinges on using the left lever twice to line up the boxes with a switch high on the wall. Once the ladder drops, you can repair the gears with 20 Scrap Metal, restore power, and enter the terminal room.
1. How to Fix the Windmill in Outbound
The Windmill is at the top of a hill in the northeastern part of the first map, among the wheat fields and tulips. A locked door inside the Windmill needs power before you can access the console room.
- Go up the stairs inside the windmill to the second floor.
- Use the left lever twice to rotate the floor above you until the boxes are directly below the switch that is high up on the wall.
- Climb the ladder.
- Climb the boxes and interact with the switch.
- A ladder will drop down.
- Climb to the fourth floor.
- Fix the gears with 20 Scrap Metal.
- Pull the power lever.
- Go back down to the first floor and head inside the console room.
2. Where to Find the Three Items for the Console
If you have unlocked consoles at key locations before in Outbound, you know you need a floppy disk, a USB thumb drive, and a password to access them. The three needed items are all hidden inside the Windmill.
The Floppy Disk/Terminal Executable Location
The floppy disk, or Terminal Executable, is located on the top floor where you found the power lever and needed to fix the gears.

The Password Databank Location
The Password Databank, which looks like a little password entry bar, is inside the office where the terminal is locked. Look to the left when you enter.

Go through the second door on the first floor of the Windmill to enter the greenhouse. Turn around and check the shelf on the wall by the door.
