If you could bring the rich and powerful to justice, would you? That’s the question All Will Rise addresses in Kerala, India, set in an alternate reality. When large corporations damage the environment and affect regular citizens, it’s up to a small group of activist lawyers to hold them accountable. It’s an uphill battle at the best of times but it’s a challenge worth the effort. Otherwise, who else is going to hold the rich accountable?
You play cards to create stories that can persuade people or the judge to listen to your arguments. The strength of your arguments depends on evidence you find during your searches. Gathering evidence and persuading people is naturally difficult, accurately representing the uphill battle you face. It’s not easy to learn and you will make mistakes. All Will Rise makes you work for the justice you seek and it has a strong foundation for you to work with.

Story – The River is Dying
You manage a group of lawyers who have recently won a court case declaring the river is dead. Prior to this, there has been no acknowledgement of the pollution or damage done by large corporations. Shortly after your victory, you see the same river catch fire due to another company’s negligence. This starts your quest to bring said company to court and make them take responsibility.
It’s an ambitious story with greater stakes than something like On Your Tail. You experience the story through Kuyili, the main character who argued the case before the court. She leads the team and wants to see more justice applied to the large corporations in the city. Her team consists of Joy and Shintu, people who support her goals but have different personalities. Kuyili also meets several people who may be able to help her achieve her goals.
One of the story’s greatest strengths is showing how difficult the road to justice is. You speak to different sources and spend weeks gathering evidence. Sometimes you must talk to people over several weeks to get their cooperation. There are also times where you must compromise your morals to get the evidence you need. Investigating the depths you may sink to for victory’s sake is intriguing and it makes you curious about what comes next.
Gameplay – Creating a Story
All Will Rise’s gameplay takes place in two parts. The first is team management and deciding where to gather evidence. Kuyili, Joy, and Shintu must decide what leads they want to investigate.
Each of the three has their own specialties and personalities that influences their success in investigating a lead. Joy and Shintu’s success is random though they succeed more often when given tasks that match their strengths. Kuyili’s success depends on the second part of the gameplay: choosing the right options and making a story.
Unlike deckbuilders such as Deck of Haunts, Kuyili gets cards based on the evidence she finds and the choices she makes. She can get information that turns rumors into substantial evidence or something that enhances her card’s effects. Her conversations with people influence what cards or stories she should use. You also don’t complete sections in one go. Most of the time, Kuyili must come back another time after getting more evidence to convince someone else.
All Will Rise plays the long game where you progressively complete leads over time. This is a good reflection of the difficulty in gathering evidence, chasing leads, and managing general fatigue. You also encounter choices where Kuyili must decide what she will do for the sake of victory. It’s a great way of showing how things aren’t fully black-and-white and how good intentions can be twisted to suit someone’s goal.
Audio & Visual – Everyday Life in Muziris
All Will Rise takes place in an alternate reality where Muziris is a modern city instead of an ancient one. The artwork is distinct and gives everyone a unique appearance though some images aren’t uploaded yet. Every location has great designs to show you how people are getting by. If there’s a special event going on, there’s a festive feel and locations look bright.
You can hear the music as you explore Muziris but it often takes a backseat to the sound effects of forming a story. The objections have a stinging sound that makes you feel discouraged while making your case often has a hopeful tinge. Whenever someone’s social stats runs low, the sounds emphasise a bleak situation that’s difficult to turn around. You feel the stakes rise as the noises make you feel despondent but you also want to fight back and change things.
