At the Video Game Awards, the creator of Mortal Kombat, Ed Boon, stepped out on stage to present the award for best racing game. Lightning bolts were shown flashing, and a familiar logo appeared. To the joy of fans everywhere, it was a trailer for a new Mortal Kombat game. The trailer that played showed series staples Scorpion and a corrupted Raiden duking it out, in a decrepit run down familar locale. Raiden got the upper hand and crushed Scorpion's head in. However another Scorpion appeared, featuring a more classic look, who then ripped through Raiden's torso. There was one last shot of a new character, next to what appears to be an hourglass.
The release date is April 23rd, 2019, and anyone who pre-orders gains beta access and can play as one of the biggest Mortal Kombat antagonists, Shao Kahn. There will be a community reveal on January 17th. Lastly the game is not only coming to PS4, Xbox One, and PC, but also Switch. Afterwards Ed Boon "apologized" saying that the wrong video played, and then revealed the actual nominees for best racing game.

Pretty sure the “new character” you mention is one of the Elder Gods. It does look like the Counsel Forum we briefly see in MK9 when Raiden takes Kung Lao to see them. My theory is that the story spin of MK 11 will be that Raiden has finally been killed for good… and the Elder Gods are starting to take notice of the petty affairs of mankind. Would be a bold move from NetherRealm but then again, they did kill half the classic characters in about three minutes in MK9 so who knows
