According to the developers of Cyberpunk 2077, the whole content of the game will be fully handcrafted.

Cyberpunk 2077 is without any doubts, the most ambitious game in CD Projekt RED’s portfolio. Developers gained various important lessons from The Witcher series. They learned a lot from its third instalment in terms of designing living and breathing open world. It was populated with memorable characters and filled with engaging stories and activities which all have been handcrafted.
For the Cyberpunk 2077, CD Projekt RED does not plan to abandon their core philosophy and is working hard to deliver even more complex narrative-driven open world RPG. The interview with the Edge magazine confirmed such an approach. According to the interview with the developers, every piece of Cyberpunk 2077’s content will be hand-crafted.
It was mentioned that side quest will feature stories, characters and topics that are different from those in the main storyline but designers are making sure that it will still have the same quality. More of that, the player will be able to trigger the quest not only by talking to NPC’s. Some of the missions will be item-related so you may accidentally find some items that are the part of certain side-story. Then, if you want, you can follow the plot that is connected to it.
There was also confirmed that some of the quests that will be present at the beginning of the game will be related to protagonists backstory. The backstory is an element of character creations that we will be able to customize with the array of different options.

You should also know, that Cyberpunk 2077 is playable from start to finish. Although, it does not mean that the game is 100% completed. There is still a huge open world to fill with a high-quality content.
